Rihannsu Deleth'hfenir
Civilian Police
- OBJECTIVES
- Police Powers
The Deleth'hfenir will maintain mnhei'sahe in the civilian sector by
investigating crime, making arrests, and preventing crime when the opportunity
arises.
- Security
The Deleth'hfenir will provide security for various civilian agencies
such as the Hveill'hfenir, the Rihannsu Trading Corporation, the Sherau'fki,
and the Deihu'kre.
- Military Commission
The Deleth'hfenir will act as civilian liason to the Rihannsu special
forces, the galae'tlaru, and may assist the military in certain instances.
- POWERS & RESTRICTIONS
- Jurisdiction
The Deleth'hfenir may investigate all crime involving civilian Rihannsu,
and crime committed by military officers when off duty and away from
their bases.
- Chain of Command
Deleth'hfenir officers may accept orders from the following in order
of supremacy:
- The Fvillha, Praetorate, and or the Deihu'kre
- The Director of Justice
- The Hru'sienov (Head of the Deleth'hfenir)
- Their local civilian commander (This may be a governor, diplomat,
etc.)
- Martial Law
Command may be turned over to the galae'Enriov in special circumstances.
- PROCEDURES
- Investigation and Arrest
- Civilian
- The Deleth'hfenir may investigate any member of the civilian
sector without seeking higher authority to do so, save members
of the praetorate. Praetorate investigations must be authorized
by the Fvillha or Director of Justice.
- The Deleth'hfenir may arrest any civilian suspected of crime
using all necessary force.
- The governor whose jurisdiction the arrest is under must
be immediately notified.
- If deadly force is used and innocence is later proven, the
officer may be put to death.
- All actions are subject to internal review.
- Military
- The Deleth'hfenir may investigate military officers for actions
taken when off duty and away from military facilities.
- Before investigating a military officer, their commander
must be informed. The commander then has 3 days to respond before
investigation commences.
- Should an investigation commence against the wishes of the
commanding officer, they may file a complaint with the hru'sienov.
- The Deleth'hfenir may request the galae'tlaru to investigate
actions not under civilian jurisdiction and may be asked to do
the same for the galae.
- The Deleth'hfenir may arrest military officers using all necessary
force if the crime is under civilian jurisdiction. (Restrictions
apply)
- Any military officers arrested will be transfered to a military
prison after arrest.
- Formal Requests
- Requests to the galae'tlaru
All requests to the galae'tlaru must be approved first by the Hru'sienov.
If approved, the hru'sienov will send the request on to the galae'tlaru.
- Requests to investigate or arrest praetors
Formal requests to investigate or arrest praetors must be filed in
writing to the director of justice.
- Requests to commandeer Deleth'hfenir forces
Requests to commandeer Deleth'hfenir forces must be presented to the
hru'sienov and Director of Justice in writing. Response will be made
within 3 days.
- INTERNAL DIVISIONS
- Deleth'hfai
The Deleth'hfenir's main role will be as a law enforcement agency.
- Deihu'hfai
A special arm of the service will provide security for the Deihu.
- Hfeniriv'hfai
One other section will hold the role of providing security for all civilian
agencies.
