Rihannsu Hveill'hfenir
Imperial Planetary Government

  1. Commission from the Hfeniriv
    1. The Hfeniriv commissions the Hveill'hfeniriv to administrate all governorship duties for the Empire in order to administer justice in the Empire, maintain a viable economy, and protect the masses of Rihannsu who inhabit the planets of the Empire.
    2. This commission shall authorize the Governors to judge law in their districts both civilly and criminally. Approve and disapprove building in their districts. Order civilian security to make arrests. Commission new institutions. Sit in the upper house of the Rihannsu Deihu'khri.

     

  2. Justice
    1. When a crime is committed in a governor's district, they may order civilian security to arrest the parties. They are then responsible for selection of a jury (two others) by random lottery. The trial date must be set within one weak and the accuser must then present charges and their case. The accused may attempt to prove their innocence. The verdict is then decided by the tribunal of three and the sentence is carried out immediately.
    2. If two parties on your planet have a civil dispute, they may request arbitration. They must pay the office of the governor a set fee for arbitration. They then must agree to abide by the governor's decision. The parties present their cases before the arbiter and the arbiter decides, the details are to be determined on a case by case basis.

     

  3. Economy
    1. The governors will be responsible for seeing to it that their lands provide a viable contribution to the Empire's economy.
    2. The governors shall meet with the RTC on a regular basis to determine policy and coordinate work.
    3. The governors shall have the right to charge docking fees and tariffs for intraempire commerce, but these fees may not be applied to the RTC or the galae.

     

  4. Council of Governors
    1. The governors shall meet on the planet of the daise governor on a regular basis to discuss Empire wide gubernatorial policy.
    2. These meetings shall be run by the daise'Governor.
    3. Powers of the daise'Governor:
      1. To dismiss ineffective governors.
      2. To transfer governors (with good IC reason).
      3. To appoint new governors.
      4. To direct governors in relation to empire wide gubernatorial policy.
      5. To appoint his or her successor.
    4. The decisions of the Council are binding even to the daise'Governor.
   
 
By the full power of the Rihannsu Empire and the people that compose it, I hereby authorize this charter, to establish and direct the Rihannsu Hveill'hfenir on this stardate 9792.38. Fvillha Sh'ren Anfhhia tr'Vaebn.
