stand as follows."

Salkin listens intently.

Liarrna says "Are there any votes from members present?"

Nnavar says "All members present have voted."

Nnavar says "For the position of daise'Fvillha, Liarrna tr'Khnialmnae has won
the full, unanimous approval of the Preatorate."

Liarrna nods. "Very well."

Liarrna says "I shall fullfill my obligations as mnhei'sahe demands."

Liarrna says "There is much to be done."

Liarrna says "Galae'Enriov, would you report on the status of our defenses?"

Nnavar says "We have 4 starships that need only to be christened before being
commissioned. The hulls are complete, and all systems are functional. On that
list, is the ChR Hvakh-- a cruiser, the ChR Kjoss'llheki--A battleship, and at
least one scout class vessel. "

Nnavar says "We are nearing completion on plans to finish & expand the sensor
net, to blanket the entire empire."
Nnavar says "Additionally, both the Federation and the Tholian Hegomony have
agreed to a data exchange regarding the Ikaran threat. "

Khell looks up a little.

Liarrna interjects, "You feel we can trust them in this regard?"

Nnavar says "We are preparing a counter-offensive for 2 days from today."

Nnavar says "Trust.. is a... overused word in this case. I belive them to be
acting in their own best interests--in this matter, those interests are the same
as our own."

Liarrna says "And what is the nature of the exchange?"

Nnavar says "We will provide them with full data on Ikaran capablities, and
strategies, as well as possible motives, and targets--the will do the same,
however, no empire may share information other than the information that they
themselves have gatered, with the Klingon empire."

Liarrna nods.

Nnavar says "In short, what we share, goes to the people we share with, and no
one else."

Khell nods

Salkin nods.

Nnavar says "I"

Nnavar says "I'd also like to put on the floor, a vote to declare war on the
Ikarans."

Liarrna says "So noted."

Liarrna says "Second?"

Nnavar glances to Salkin & Khell questioningly.

Salkin raises his hand. "I second."

Liarrna says "All in favor?"

Nnavar indicates an affirmative.

Liarrna waits.

Nnavar scowls.

Salkin nods, glancing at Khell.

Khell nods

Liarrna nods as well.

Liarrna says "Motion carries."

Liarrna says "As of this stardate, the Rihannsu Empire is officially at war with
the Ikarans."

Nnavar says "I'd also like to move that due to our state of war, we go ahead
with the commissioning of the ChH K'joss Lheki--there have been no recent
incidents of Klingon incursion into Rihannsu space, and it would be adventageous
to have an additional warship."

Liarrna strokes his chin.

Liarrna says "So noted. However I would also point out that only a ten-day
remains to our restricted building."

Liarrna says "You feel that the commissioning of this ship will be that vital?"

Nnavar says "The current battle plan for two days from now, requires at least 2
starships to execute. "

Nnavar says "Should our plans go awry, I find being reduced to one combat
starship-- or worse, none, to be a terrible risk."

Khell has partially disconnected.

Liarrna says "Other comments?"

Salkin says "I agree totally with the galae'Enriov."

Khell has reconnected.

Nnavar glances across the table at Liarrna

Liarrna catches Nnavar's glance. "I will abide by the Praetorate's decision."

Liarrna says "Praetor tr'Rhelliael-thra'ein, have you anything to add?"

Khell says "I agree too, I see no oint why we have to stic to that threaty
anymore."

Salkin nods, passing in a quick comment: "The Klingons aren't exactly heeding
the cease fire themselves."

Nnavar holds up his hands in a somewhat sumbissive gesture to the Fvillha,
trying to appear non-threatening.

Liarrna's  face seems darker than usual. 

Liarrna says "Well then. For the record..."

Liarrna says "All in favor of commissioning the fleet vessels immediately?"

Salkin nods heartily.

Nnavar keeps his hands down.

Nnavar indicates a negative, and waits for a response.

Liarrna seems to be considering the situation greatly.

Nnavar says "If I may comment before we go any further Fvillha...?"

Liarrna nods.

Khell hmms

Liarrna says "Go ahead, Galae'Enriov."

Nnavar says "I'd be in favor of launching the K'joss Lheki, not the rest of the
fleet, for which we have neither the crew nor the need."

Liarrna says "I see."

Liarrna says "Very well. All in favor of launching the Kajoss'Lheki?"

Nnavar indicates an affirmative this time.

Salkin nods. "Ie. this seems an even better plan."

Salkin looks to Khell

Nnavar waits.

Khell says "I'm not against it. But I think it we will loss some tactical
advanatge of suprise."

Liarrna says "That is a vote for, then?"

Salkin hmms.

Khell says "Ie..... Hovewer It would be wise, to hide that we have a battleship"

Liarrna says "I think that may prove difficult."

Salkin says "I tend to agree, Fvillha."

Nnavar says "We can keep the Vessel in space dock for another 10 days, and only
use it in extreme emergency"

Liarrna nods, "My thoughts, Galae'Enriov.
Liarrna says "Very well."

Salkin nods to Nnavar, obviously agreeing as well.

Nnavar says "I understand that the work crews are still finishing accomidations
on some of the parts of the ship."

Liarrna says "It will be ready to use. But not visible. Commissioning ceremonies
will take place after the deadline."

Khell nods in agreement

Liarrna says "What is that status of the D'Ranthi shipping lane?"

S'Kain steps in through the open door.

S'Kain has arrived.

S'Kain salutes.

S'Kain says "Jolan'tru, qiuu"

S'Kain bows deeply.

Nnavar says "Unstable at best. There have been two Ikaran incidents in that
area, and a possible 2 sitings, though those are unconfirmed."

Nnavar says "Sightings"

Nnavar has reconnected.

Salkin seems torn between irritation and amusement at S'Kain.

Liarrna simply ignores the interuption.

S'Kain whispers something to Salkin.

Liarrna says "In your estimation, will this mission end the Ikaran threat?"

Salkin whispers something to S'Kain.

S'Kain whispers something to Salkin.

Nnavar says "So far, the Ikarans have left D'Ranthi itself alone. We have some
reason to suspect that their primary interest is in neural tissue rather than
material goods. "

Salkin whispers something to S'Kain.

S'Kain whispers something to Salkin.

Liarrna seems a bit alarmed.

Salkin looks to have mixed feelings once again.

Nnavar says "Though that is suposition. I have no estimates of the Mission's
effectivness-- the Riov in charge of the operation has yet to get those to me."

Nnavar says "We have not even confirmed that we are dealing with more than one
vessel, however the appearance of probes all over known space does tend to
suggest that there is a larger threat here."

Liarrna says "Ie."

Liarrna says "This mission..will it be of the Rihannsu only?"

Nnavar says "... Yes. Though I will order our forces to accept help from our two
allies in this matter."

Nnavar says "should it be offered."

Liarrna nods.

Nnavar says "but neither group knows of the operation--"

Liarrna says "I shall be on hand for this operation."

Liarrna says "I would like to be kept apprised."

Liarrna says "Do you feel the Spacedock secure?"

Nnavar says "Fvillha, with all due respect, I am not going on this mission for
the same reason that you should not. Should the Ikarans telepathic abilites be
anywhere close to as strong as we suspect, the information that you or I posess
could be used against the empire with devistating success."

Liarrna says "I do not intend to be aboard a ship."

S'Kain somewhat backs off, though very unnoticable.

Nnavar nods. "Very well. The spacedock is as secure as possible."

Liarrna says "I intended to monitor transmissions from here."

Liarrna nods.

Nnavar says "I hope to deploy two more sensor bouys as well to further cover the
starbase."

Khell says "The mission has been designed with the participation of the two
Galae vessel, and the assumation of one enemy ship. The simulations, and
analisis in those circumtances, shows a great chance of succes. But if an
Another Ikaran show up...."

Liarrna nods.

Nnavar says "I have one other issue I'd like to bring up.."

Liarrna says "Very well."

Nnavar says "I'd like to permanantly strike down Sherau'kfi directive
3A421--which stipulates that only the Sherau'kfi may contact another empire. I
do not belive that these tactical discucsions with the Federation and the
THolians to be the domain of the Shearu'kfi-- We are currently operating under
my power as a preator to strike down such measures untill the Preatorate has
voted. "

Nnavar says "I would be willing to support a measure with similar language,
excepting the Galae for the sole purpose of conducting tactical confrences."

Liarrna says "Galae'Enriov, the Sherau'khfi was created to handle dealings with
the other empires. They have specific training in other cultures that galae
personnel do not. Should a military officer make a mistake, or misunderstand an
aliens actions and see it as an effront to his or her mnhe'sahi..."

Liarrna says "The ramifications could be very detrimental."

Nnavar interupts rudely, "The Defense of the empire comes *FIRST*."

Liarrna says "The Defense of the empire is conducted on many fronts. Not all of
them deal with bloodshed."

Nnavar says "I will not wait as the Empire I have sworn to defend is picked
apart from outside, while the," he sneers, "Buearacrats... debate what size
table to use."

Liarrna says "And I will not allow the Galae to abuse its privileges. That is
not the way of Mnhei'sahe. It is the way of tyranny."

Salkin seems slightly alarmed at the intense discussion, but also appears to
ponder the situation.

Nnavar says "The privilage to die for one's empire can be abused?"

Nnavar's voice has come down several notches, and he asks the question as if he
was asking about what color the sky is.

Liarrna says "It can indeed."

S'Kain looks deeply in thought...

Nnavar greens. He says, through a tight grimace, "I would like to call the
question to the floor."

Liarrna hesitates.

Khell waits calmly

Liarrna seems flushed, but speaks calmly, "Very well. Make your motion."

S'Kain still looks deeply in thought, yet seems to hear the comment..

Salkin's face shows some measure of apprehension, which soon transforms into
determination.

Nnavar says "Fvillha, I formally submit that Sherau'kfi directive be ...
amended, to allow the Galae to conduct tactical confernces until such a time as
the crisis is over."

S'Kain slowly turns his head straight, facing the galae'Enriov.

Liarrna says "Second?"

Nnavar sits back, his face suddenly totally expressionless. A granite-Vulcan
would be hard pressed to look less emotional.

S'Kain turns his head thinking deeply..

S'Kain lifts his head and his hand. "Fvillha, I have a suggestion..."

Liarrna nods to S'Kain. 

Nnavar still refuses to move.

S'Kain says "I second Nnavar's idea, with one difference. Could the Galae
perhaps conduct tactical conferences, and the Sherau'kfi aiding them in the
customs of the other empires?"

Salkin looks to S'Kain.

Liarrna looks back to Nnavar questioningly, as if reasking the question.

Salkin turns to the galae'Enriov.

Nnavar says quietly, "I would be willing to have a Sherau'kfi attache present at
such discussions, provided I may make choose which one, out of a list of
specialist on each culture."

S'Kain lifts his head a little higher, looking as though he is somewhat happy.

Nnavar says "The list would be generated by the Sherau'kfi, to be not less than
3 individuals."

Salkin's expression turns from determination to satisfaction.

Liarrna says "Very well. Motion is currently to ammend Sherau'khfi directive
3A421 to allow the Galae to conduct conferences pertaining to security during
this time of crisis, with the provision that a Sherau'khfi representative be
present at the talks."

Liarrna looks to Nnavar, "Is that correct?"

Nnavar says "With the stipulation that the Galae'Enriov has the right to reject
2 appointees."

Liarrna strokes his chin with irritation, repeating slowly and cooly, "...with
the stipulation that the Galae'Enriov has the right to reject 2 appointees."

Liarrna says "So. All in favor?"

Salkin nods. "Under these conditions, I second."

Nnavar motions affirmative.

Liarrna says "I still vote nay for the record."

Liarrna says "Praetor tr'Rulahna?"

Salkin looks at S'Kain.

S'Kain says "I second"

Liarrna says "I take that to mean a yes."

Liarrna says "The vote is four to one in favor. Motion carries."

Nnavar still betrays no emotion. You almost get the sense he is playing chess.
Move a peice-wait. Move a peice-wait. Like he's settting up for checkmate.

Liarrna says "very well. If no one has anything else, we shall adjourn this
meeting."

S'Kain shakes his head

Nnavar remains motionless.

Salkin remains quiet.

Khell has nothing to say

Liarrna says "Very well. Meeting adjourned."

S'Kain salutes, and bows deeply, almost in one motion.

Liarrna rises from the table looking rather tired.

S'Kain says "Bedah, qiuu."

Liarrna nods.

Salkin stands, and bows as he turns to the door. "Jolan'tru."

Salkin steps out through the Corridor door.

Salkin has left.

Khell put his han on the table, and push himself up

Khell bows "jolan'tru

Nnavar finally speaks. "I would remind everyone here that all information
regarding the status of the fleet, and the Ikaran situation, other than the
declaration of war is classified."

Khell looks arund

Khell nods "ie Rekkhai

Khell steps out through the Corridor door.

Khell has left.

Liarrna nods, "As always."
