In 1993, Cornwell was given permission to start the Tholians. However, in order to truly become an empire of their own, they had to prove their worth and abilities. Limited to 10 people, the Tholians started with the following people:
Cornwell, Airam, Tiresias, Killian, Fel, Pal, Sharon, Shalin, Styrus, Pawel
Unlike other empires and groups on TOS TrekMUSE, the Tholians had very little information/background from Star Trek. Only seen in the Star Trek episode, "The Tholian Web", but referred to many times in the different TV Series and books, the Tholians were a xenophobic and mysterious race. This gave Cornwell and his team the ability to develop the Tholians into something no one knew about.
And so they did...over the years a Role-Playing Guide, which detailed all aspects of the Tholians (Physiology, Culture, History, Abilities, etc) was created. A religion and language were also developed developing a "way of life" for the members of the Tholian Hegemony.
Over the years since then, the Tholians have enjoyed both good times and bad times in terms of involvement, activity levels, and other things. At one time, the Tholians gave the Federation a "run for their money" as the largest and most active empire on TOS TrekMUSE.
Then, during 1997, the Tholians hit an all time low in terms of activity. There were many factors contributing to this, and several attempts were made to get the Tholians going again...but the cards seemed dealt against them. Two major TOS DB regressions hit TOS in the span of only a few months...the Tholians were unable to fully recover from this.
In early March, The Tholian Director, Cornwell, and the Tholian Admin (Killian, Milliav, and Slater) made the decision to bring the Tholian Hegemony, as an active empire, to an end. On April 15, 1998, in a grandiose RP Event, announced that the Tholians were leaving the Alpha Quadrant and going on to other dimensions to learn and exist. The planets and bases of the Tholians were left behind (with many secrets throughout) and the Tholians were gone.
