Vulcan
The civilian sector, as with the rest of the Federation is headed by the UFP/Federation Council. The Council is composed of one representative from each planet, as well as the Federation's head of domestic services, and the head of international relations. Also the UFP President, and one designated representative from StarFleet command are included.
Each planet is granted it's own soverign rights, and is entitled to such in all maters dealing with law, policy, etc. However, these rights must be within the Council's guidelines, and the Council ultimatly has the final say in such matters where conflict may occur. The council will though, at all costs, preserve the independant nature and soverignty of each member planet.
The executive branch is composed of the UFP President and Vice President, as well as any comittees such as the FTC (Federation Transportation Commission) and the UFP Economic Council which oversees economic matters within the Federation.
The domestic branch deals directly with each of the planetary governments, providing assistance and making a link for the general populace of the Federation, to the executive branch. The judicial branch is just one of many which falls under it's domain.
The foreign services branch deals directly with other empires, as well as ambasadorial apointments within the Federation.

Vulcan
Vulcan is a class-M planet, homeworld to the Vulcan race. Hot and Arid, Vulcan is a member of the United Federation of Planets. Vulcan has no moon, However it is part of two planet system, with the slightly smaller sister planet T'Khut wich other less specific races have described as one.
The Vulcan race is a a Humanoid species, The second most common in the galaxy, behind Humans. Enough other races are similar enough to Justify the distinct term Vulcanoid. Vulcans were once a passionate, violent people whose civilization was torn apart by terrible wars. The ancient philosipher Surak, revered as the father of Vulcan civilisation, led his people some 2,00 years ago to reject their emotions in favor of a philosophy that embraced pure logic. Vulcan society is now based entirely on logic, and any trapings of emotion are considered to be in extremely poor taste.
Vulcans are a touch-telepathic race, This is directly responsible for the Vulcan aversion to touching. There is some evidence that emotions are not actualy extinguished from the Vulcan people, It is mearly that they are to be controled for the good of society. Privacy and solitude are prized by Vulcans, Meditating for greater control, and a better understanding of the Universe.
A popular idiology among Vulcans is the philosophy called IDIC, witch stands for Infinite Diversity in Infinite Combinations; a Phrase which describes the contents of the universe. It is believed that there is no end to the variety in the universe, and it is all there to be appreciated. It was this philosophy that brought vulcan into contact with other races and eventualy into The United Federation of Planets.
Earth
Earth is the third planet in the SOL system. It is a heavily populated class m world, home to the Federation, and the Human species. Throughout it's turbulant history, the peoples of Earth have endured many hardships and turmoils, enduring three large world wars, with untolds millions of dead. The peoples of the planet have since advanced from such barbaric times, and curently enjoy a unified planetary peace.The planetary administration of Earth rests in the hands of a planetary council, and President of the council, elected by a general majority of the populace of Earth. Under the direct authorization of the president and the council are the various ministries that controll Earth at large. Perminant positions include, but are not limited to, Director of Economics, Director of Security, and Director of Health and Human services.
Earth is a planet rich in heritage. One of the founding members of the Federation, Earth has contributed many famous scientists, politicians and diplomats. Earth continues that tradition with helping to advance the Federation in many ways.
